The need for analysis, formalization and classification of data on non-lethal weapons is shown. The basic power operations, in which the non-lethal weapons are to be used, are classified. The main concepts of classification of weapons of this class, as well as basic characteristics of special means depending on the physical principle of their action are given. Key parameters of the special means which have become the base for formation of "Not-lethal weapons" database architecture are presented. Requirements for development of an automated information retrieval system that uses the information stored in the database are formulated.
