Review of foreign identification and authentication regulatory framework

Some of the most famous works on regulating the processes of user identification and authentication in public services, e-commerce and access to government agencies information systems are reviewed. Analysis of these works shows the need for a national regulatory framework for the identification and authentication. In the development of regulatory documents, international experience should be considered. In particular, the introduction of normative levels of authentication assurance, depending on the results of risk assessment for certain public systems are needed. It is necessary to take into account the authentication technology used or planned to be used in these information systems.
