In this paper we propose an approach to justifying the choice of a system-wide performance - a measure of domestic conflict, which is regarded as a quantitative measure of the current level and capacity of the banking system of automated data collection and processing (ASSOD), a criterion of preference in choosing alternative courses of modernization "legacy" systems.
