Software package of qualitative characteristics analysis in an innovative project is considered. The package was developed by means of a neuro-fuzzy model, which provides an effective solution for weakly structured tasks. An approach to the implementation of the system structure is proposed  on the basis of process organization. The implementation of the module for the best known Mamdani’s fuzzy inference algorithm is given. The set of criteria for estimating the project efficiency is developed. The speed and quality analysis of systems teaching is conducted.
