Strategy for the development of human capital in the rocket and space industry when introducing digital twins

One of the main problems in the missile and space industry is the quality of human capital, which is essential for achieving the goal of research and production objectives. This is a systemic problem, and the solution is not limited to simple recipes. Making changes to a complex system requires an initial action that responds to current trends, but is not sustainable. The introduction of digital twins technology can become this action. The paper presents a strategy for the development of human capital in the rocket and space industry when implementing digital twins technology with minimal risk of slowing research, production, and economic activity of the enterprise.
