The paper analyzes an option of the low-orbit information system that makes it possible to raise efficiency in obtaining the required data and reduce the cost of space services. It presents an overview of prospects for using small spacecraft with various form factors, including DiskSat, to create an ultra-low-orbit multi-satellite system. The paper highlights main advantages of lowering the satellite constellation orbit altitude in terms of such indicators as delay time of the transmitted/received signal, global coverage, spatial resolution of the images received from space in the required electromagnetic spectrum range, etc. Advantages are assessed of the most adapted typical design for long-term operation in the ultra-low orbit, i.e. the disk satellite. Priorities in development of a small spacecraft for the low-orbit systems are determined. The paper proposes a methodological approach to assessing safety of such systems and improving their reliability indicators.
