The paper considers approaches to assessing economic effect achieved by creation of a space rocket complex. It compares options in design and development of the spacecraft launch vehicles (LV) by costs in implementing selected fragments of the predicted space cargo flow reduced to the typical orbits and divided between the LVs of different classes. The paper presents methods for assessing the future demand in launching the small spacecraft, which would assist developers in reducing labor costs while forming the options for technical appearance of the small launch vehicles, i.e. the ultra-light launch vehicles. Various analysis methods are presented, including the hierarchy analysis methods for solving the problems of comparing the spacecraft LVs. The paper demonstrates results of systematic analysis of certain operating rocket systems and options in constructing a possible system of criteria for their comparison based on a number of group and particular indicators taken into account in the LV overall assessment.
